וְעַ֨ל הִשָּׁנ֧וֹת הַחֲל֛וֹם אֶל־פַּרְעֹ֖ה פַּעֲמָ֑יִם כִּֽי־נָכ֤וֹן הַדָּבָר֙ מֵעִ֣ם הָאֱלֹהִ֔ים וּמְמַהֵ֥ר הָאֱלֹהִ֖ים לַעֲשֹׂתֽוֹ׃
As for the repetition of the dream to Pharaoh twice, it means that the matter is determined by God, and God will soon carry it out.
Torah Temimah points to Berachos 55b.
יש אומרים החלום שנשנה מתקיים, שנאמר ועל השנות החלום אל פרעה פעמים כי נכון הדבר.
