וּבְהַעֲטִ֣יף הַצֹּ֔אן לֹ֣א יָשִׂ֑ים וְהָיָ֤ה הָעֲטֻפִים֙ לְלָבָ֔ן וְהַקְּשֻׁרִ֖ים לְיַעֲקֹֽב׃

But when the flock were feeble, he did not place them; so the feebler were Lavan’s and the stronger were Yaakov’s.

וּבְהַעֲטִיף הַצֹּאן לֹא יָשִׂים – כַּאֲשֶׁר הָיוּ הַחַלָּשׁוֹת מִתְיַחֲמוֹת, לֹא הִנִּיחַ אֶת הַמַּקְלוֹת.

English: “But when the flock were feeble he did not place them” — when the weaker animals came into heat, he did not set the rods.

On the daf / in context: The counterpart to the previous verse: Yaakov withheld the visual stimulus from the weaker animals, so that the feebler offspring remained Lavan’s while the stronger, patterned stock became his.
