Rashi on Genesis 10:8 — Rashi interprets “to be a mighty one” as Nimrod’s beginning to incite the whole world to rebel against the Holy One, blessed be He, at the counsel of the generation of the Dispersion. Rashi does not cite a numbered Bereshit Rabbah passage here, so the earlier specific BR 23:7 attribution has been removed.
