Then his yevamah shall approach him in the presence of the elders, and draw his shoe off his foot, and spit in his face, and respond and say: “Thus shall be done to the man who will not build up his brother’s house.”

הַחוֹלֵץ לִיבִמְתּוֹ נֶאֶסְרָה הַחֲלוּצָה וְצָרוֹתֶיהָ עַל הַחוֹלֵץ וְעַל שְׁאָר הָאַחִין, דַּאֲמַר קְרָא אֲשֶׁר לֹא יִבְנֶה אֶת בֵּית אָחִיו – כֵּיוָן שֶׁלֹּא בָּנָה שׁוּב לֹא יִבְנֶה.
English: One who performs chalitzah for his yevamah — the chalutzah and her co-wives become forbidden to the one who performed chalitzah and to the other brothers, for Scripture says “who will not build up his brother’s house” — once he has not built, he shall not build again.
