Then his yevamah shall approach him in the presence of the elders, and draw his shoe off his foot, and spit in his face, and respond and say: “Thus shall be done to the man who will not build up his brother’s house.”

TT lemma: וְחָלְצָה נַעֲלוֹ מֵעַל רַגְלוֹ.
מֵעַל רַגְלוֹ – פְּרָט לְקָטוּעַ שֶׁאֵין לוֹ רֶגֶל.
English: “From upon his foot” — excluding one whose foot has been amputated and who has no foot.
On the daf / in context: A man without a foot cannot have a shoe removed from upon his foot.
Mi’ut excluding a man without a foot.
A man whose foot has been amputated cannot perform (or receive) chalitzah in the ordinary manner.
