And if the man does not desire to take his yevamah, then his yevamah shall go up to the gate to the elders and say: “My husband’s brother refuses to establish a name for his brother in Israel; he will not perform the duty of a husband’s brother for me.”

TT lemma: וְעָלְתָה יְבִמְתּוֹ הַשַּׁעְרָה.
וְעָלְתָה יְבִמְתּוֹ הַשַּׁעְרָה – מִכָּאן שֶׁהַיְּבָמָה הוֹלֶכֶת אַחַר הַיָּבָם.
English: “Then his yevamah shall go up to the gate” — from here that the yevamah goes after the yavam (to his place).
On the daf / in context: The initiative and the travel fall upon the woman; she must appear at the gate of the yavam’s city.

The yevamah is required to go to the yavam’s locale for the chalitzah ceremony.
