TT lemma: שֵׁם בְּיִשְׂרָאֵל.
בְּיִשְׂרָאֵל – בְּבֵית דִּין שֶׁל יִשְׂרָאֵל, וְלֹא בְּבֵית דִּין שֶׁל גֵּרִים.
English: “In Israel” — in a court of Israelites, and not in a court of converts.
On the daf / in context: The ceremony must be performed before a court whose members are Israelites by birth (or at least the decisive members).
Mi’ut restricting the composition of the court.
Chalitzah must be performed before a court of Israelites, not before a court composed of converts.
