And if the man does not desire to take his yevamah, then his yevamah shall go up to the gate to the elders and say: “My husband’s brother refuses to establish a name for his brother in Israel; he will not perform the duty of a husband’s brother for me.”

TT lemma: וְעָלְתָה יְבִמְתּוֹ הַשַּׁעְרָה אֶל הַזְּקֵנִים.
וְקָרְאוּ לוֹ זִקְנֵי עִירוֹ – זִקְנֵי עִירוֹ וְלֹא זִקְנֵי עִירָהּ; שֶׁמַּע מִינַּהּ שֶׁהִיא הוֹלֶכֶת אַחֲרָיו.
English: “And the elders of his city shall call him” — the elders of his city and not the elders of her city; from this we learn that she goes after him.
