When brothers dwell together and one of them dies and has no son, the wife of the dead shall not be outside to a strange man; her husband’s brother shall come upon her and take her to himself as a wife and perform the duty of a husband’s brother for her.
Torah Temimah points to Yevamot 29b.
TT lemma: וְיִבְּמָהּ.
וַאֲפִלּוּ בְּעַל כָּרְחָהּ – אִם אֵין לָהּ סִבָּה לְמָאֵן.
English: Even against her will — provided she has no valid ground to refuse.
On the daf / in context: When the yavam is one of those whom the court would compel to divorce (e.g., afflicted with boils), the yevamah is not forced; otherwise the act is effective even against her will.
Derash qualifying the force of yibbum against the woman’s will.
Yibbum against the yevamah’s will is effective only when she lacks a recognized ground for refusal.
