When brothers dwell together and one of them dies and has no son, the wife of the dead shall not be outside to a strange man; her husband’s brother shall come upon her and take her to himself as a wife and perform the duty of a husband’s brother for her.
Torah Temimah points to Yevamot 29b.
TT lemma: יְבָמָהּ יָבֹא עָלֶיהָ.
יְבָמָהּ יָבֹא עָלֶיהָ – וַאֲפִלּוּ בְּעַל כָּרְחָהּ.
English: “Her yavam shall come upon her” — even against her will.
On the daf / in context: The verse establishes that yibbum can be effected even without the yevamah’s consent (when she has no valid claim to refuse).
Derash on the force of the verb “shall come upon her.”
Yibbum is valid even when performed against the yevamah’s will, provided she has no independent ground for refusal.
