מוֹצָ֥א שְׂפָתֶ֖יךָ תִּשְׁמֹ֣ר וְעָשִׂ֑יתָ כַּאֲשֶׁ֨ר נָדַ֜רְתָּ לַיהֹוָ֤ה אֱלֹהֶ֙יךָ֙ נְדָבָ֔ה אֲשֶׁ֥ר דִּבַּ֖רְתָּ בְּפִֽיךָ׃
That which has gone out of your lips you shall observe and do, according as you have vowed to the Lord your God a freewill offering, which you have promised with your mouth.

כַּאֲשֶׁר נָדַרְתָּ … נְדָבָה אֲשֶׁר דִּבַּרְתָּ בְּפִיךָ – דִּבּוּר שְׂפָתַיִם.
English: “According as you have vowed … which you have promised with your mouth” — the binding force of speech.
