לֹא־תַשִּׁ֣יךְ לְאָחִ֔יךָ נֶ֥שֶׁךְ כֶּ֖סֶף נֶ֣שֶׁךְ אֹ֑כֶל נֶ֕שֶׁךְ כָּל־דָּבָ֖ר אֲשֶׁ֥ר יִשָּֽׁךְ׃

You shall not lend upon interest to your brother: interest of money, interest of food, interest of anything that is lent upon interest.

Torah Temimah points to Sifrei Devarim 263.

לְאָחִיךָ – וְלֹא לְנָכְרִי.

English: “To your brother” — and not to a non-Jew.

On the daf / in context: The limitation to “your brother” is the classic source for permitting interest from a non-Jew.
