וְתָ֥פְשׂוּ ב֖וֹ אָבִ֣יו וְאִמּ֑וֹ וְהוֹצִ֧יאוּ אֹת֛וֹ אֶל־זִקְנֵ֥י עִיר֖וֹ וְאֶל־שַׁ֥עַר מְקֹמֽוֹ׃

His father and his mother shall seize him and bring him out to the elders of his city and to the gate of his place.

אָבִיו וְאִמּוֹ – שָׁוִין. עַד שֶׁיִּהְיוּ שְׁנֵיהֶם שָׁוִים בְּקוֹל וּבְמַרְאֶה וּבְקוֹמָה.

English: “His father and his mother” — they must be equal. Until both are equal in voice, appearance, and stature.

On the daf / in context: The Gemara requires that the parents be sufficiently similar that the son’s defiance is not attributable to confusion between two different parental authorities. This is one of the conditions that makes the law practically rare.
