Atone for Your people Yisrael whom You have redeemed, O Eternal, and do not place innocent blood in the midst of Your people Yisrael. And the blood shall be atoned for them.
Torah Temimah points to Sotah 47a.
TT lemma: כַּפֵּר לְעַמְּךָ.
English: ‘Atone for Your people’ – through the heifer.
Derash linking the animal to the kapparah (Bavli) — the broken-necked heifer brings the atonement.
The atonement for the people is achieved by means of the eglah whose neck was broken in the valley.
