The Complete Passuk

וְכֹ֗ל זִקְנֵי֙ הָעִ֣יר הַהִ֔וא הַקְּרֹבִ֖ים אֶל־הֶחָלָ֑ל יִרְחֲצוּ֙ אֶת־יְדֵיהֶ֔ם עַל־הָעֶגְלָ֖ה הָעֲרוּפָ֥ה בַנָּֽחַל׃

And all the elders of that city who are nearest to the slain person shall wash their hands over the heifer whose neck was broken in the valley.

Torah Temimah points to Sotah 47a.

TT lemma: וְכֹל זִקְנֵי הָעִיר הַהִוא.

Core Text

וְכֹל זִקְנֵי הָעִיר הַהִוא – כֻּלָּם.

English: ‘And all the elders of that city’ – all of them.

On the daf / in context: The entire body of elders participates.

Derash requiring full participation (Bavli) — no elder is exempt from the washing.

Every one of the elders of the nearest city washes his hands over the heifer.
