The Complete Passuk

וְאִם־לֹ֤א תַשְׁלִים֙ עִמָּ֔ךְ וְעָשְׂתָ֥ה עִמְּךָ֖ מִלְחָמָ֑ה וְצַרְתָּ֖ עָלֶֽיהָ׃

But if it will not make peace with you, and it makes war with you, then you shall besiege it.

Lemma: וְאִם לֹא תַשְׁלִים עִמָּךְ.

Core Text

וְאִם לֹא תַשְׁלִים עִמָּךְ – אַחַר קְרִיאַת שָׁלוֹם.

English: ‘But if it will not make peace with you’ – after the call for peace.

On the daf / in context: Siege is permitted only after the peace offer has been refused.

Derash on the sequence (Sifrei) — the refusal of peace is the condition for laying siege.

Only after a city has refused the offer of peace and chosen war may Yisrael proceed to besiege it.
