The Complete Passuk

וְהָיָה֙ אִם־שָׁל֣וֹם תַּֽעַנְךָ֔ וּפָתְחָ֖ה לָ֑ךְ וְהָיָ֞ה כׇּל־הָעָ֣ם הַנִּמְצָא־בָ֗הּ יִהְי֥וּ לְךָ֛ לָמַ֖ס וַעֲבָדֽוּךָ׃

And it shall be, if it answers you with peace and opens to you, then all the people found in it shall be tributary to you and shall serve you.

Torah Temimah points to Sifrei Devarim 200.

TT lemma: כׇּל הָעָם הַנִּמְצָא בָהּ.

Core Text

כׇּל הָעָם הַנִּמְצָא בָהּ – הָאֲנָשִׁים וְהַנָּשִׁים וְהַטַּף.

English: ‘All the people found in it’ – the men, women, and children.

On the daf / in context: The entire population is included in the peaceful settlement.

Derash expanding the population covered (Sifrei) — no one is excluded from the terms of tribute.

When a city accepts peace, its entire population comes under the terms of tribute and service.
