When you keep all this commandment to do it, which I command you today, to love the Eternal your God and to walk in His ways all the days, then you shall add for yourself another three cities to these three.

Lemma: וְיָסַפְתָּ לְךָ עוֹד שָׁלֹשׁ עָרִים.
Sefaria — Sifrei Devarim 185 / Makkos
English: ‘Then you shall add for yourself another three cities to these three’ – in the future.
Derash on the future obligation (Sifrei) — when the promised territory is fully possessed, three more cities are required.
When Yisrael keeps the commandment and the border is enlarged to the full promise, three additional cities of refuge must be set aside.
