You shall prepare the way for yourself, and divide into three the border of your land that the Eternal your God will cause you to inherit, and it shall be for every killer to flee there.
Torah Temimah points to Makkot 10a.
TT lemma: לָנוּס שָׁמָּה כׇּל רֹצֵחַ.
English: ‘For every killer to flee there’ – whether accidental or intentional.
Derash on who flees (Bavli) — the verse is read as covering both categories at the stage of flight.
Any killer, whether the act was accidental or intentional, flees to the city of refuge; the distinction is made afterward by the court.
