Torah Temimah points to Sanhedrin / Sifrei.
ובאת. מלמד שבאין לבית דין הגדול שבירושלים.
English: And you shall come — this teaches that they come to the Great Court in Jerusalem.
The verse requires physical appearance before the central court.
Derash on the verse (Bavli / Sifrei) — not a formal named middah of the 13. The verb of coming is taken as the obligation of personal attendance.
The parties (and the referring judges) must themselves appear before the Great Sanhedrin.
