כִּֽי־יִהְיֶה֩ בְךָ֨ אֶבְי֜וֹן מֵאַחַ֤ד אַחֶ֙יךָ֙ בְּאַחַ֣ד שְׁעָרֶ֔יךָ בְּאַ֨רְצְךָ֔ אֲשֶׁר־יְהֹוָ֥ה אֱלֹהֶ֖יךָ נֹתֵ֣ן לָ֑ךְ לֹ֧א תְאַמֵּ֣ץ אֶת־לְבָבְךָ֗ וְלֹ֤א תִקְפֹּץ֙ אֶת־יָ֣דְךָ֔ מֵאָחִ֖יךָ הָאֶבְיֽוֹן׃
If there be among you a needy person, one of your brothers, within any of your gates in your land that Hashem your God is giving you, you shall not harden your heart and you shall not shut your hand from your needy brother.

בְּאַרְצְךָ וגו׳ – בְּאַרְצְךָ מְלַמֵּד שֶׁיּוֹשְׁבֵי אֶרֶץ יִשְׂרָאֵל קוֹדְמִים לְיוֹשְׁבֵי חוּץ לָאָרֶץ.
English: "In your land..." — "in your land" teaches that the residents of Eretz Yisrael take precedence over the residents of the Diaspora.
On the daf / in context: The poor of the Land of Israel have a prior claim on the charity of those who live there.
