English: "He shall not exact" — Rav Yehudah said in the name of Shmuel: One who lends to his fellow for ten years—the seventh year does not cancel the debt; even though the time for "he shall not exact" will eventually arrive, at present the verse "he shall not exact" does not yet apply to him.
