You shall not eat any carcass; give it to the stranger within your gates, that he may eat it, or sell it to a foreigner; for you are a holy people to Hashem your God. You shall not boil a kid in its mother’s milk.

English: “To the stranger” — R’ Shimon said: food that imparts a spoiled taste is permitted, for only that which is fit to give to the stranger is called neveilah.
Derash limiting the scope of neveilah (TT) — spoiled-taste food is excluded.
Neveilah that is no longer fit to give to a ger is not under the same prohibition.
