לֹא־תֹאבֶ֣ה ל֔וֹ וְלֹ֥א תִשְׁמַ֖ע אֵלָ֑יו וְלֹא־תָח֧וֹס עֵינְךָ֣ עָלָ֗יו וְלֹֽא־תַחְמֹ֥ל וְלֹֽא־תְכַסֶּ֖ה עָלָֽיו׃

You shall not consent to him and you shall not hearken to him; your eye shall not pity him, and you shall not spare and you shall not conceal him.

לֹא תֹאבֶה לוֹ – יָכוֹל מִדִּכְתִיב וְאָהַבְתָּ לְרֵעֲךָ כָּמוֹךָ אַתָּה אוֹהֵב לְזֶה, תַּלְמוּד לוֹמַר לֹא תֹאבֶה לוֹ.

English: “You shall not consent to him” — One might have thought that since it is written “you shall love your fellow as yourself” you must love this one as well; therefore the verse states “you shall not consent to him.”

On the daf / in context: The general command of love for one’s fellow is overridden in the case of the mesis; the special verse excludes him from the ordinary duty of ahavas Yisrael.
