However, in all the desire of your soul you may slaughter and eat meat according to the blessing of Hashem your God that He has given you in all your gates; the unclean and the clean may eat it, as of the gazelle and as of the deer.
Torah Temimah points to Sifrei.
English: “However, in all the desire…” — Of what is the verse speaking? If of ordinary meat of desire, that has already been stated; if of the eating of sacrificial meat, that has already been stated. Therefore it must be speaking only of animals that were consecrated and then became disqualified, which are to be redeemed.
Derash on the verse (Sifrei) — identifying the subject as pesulei ha-mukdashin.
The verse addresses the redemption and subsequent ordinary use of animals that were consecrated and later became disqualified.
