אֵ֣לֶּה הַחֻקִּ֗ים וְהַמִּשְׁפָּטִים֙ אֲשֶׁ֨ר תִּשְׁמְר֜וּן לַעֲשׂוֹת֙ בָּאָ֔רֶץ אֲשֶׁר֩ נָתַ֨ן יְהֹוָ֧ה אֱלֹהֵ֦י אֲבֹתֶ֖יךָ לְךָ֣ לְרִשְׁתָּ֑הּ כָּל־הַיָּמִ֔ים אֲשֶׁר־אַתֶּ֥ם חַיִּ֖ים עַל־הָאֲדָמָֽה׃

These are the statutes and the ordinances that you shall observe to do in the land that Hashem, the God of your fathers, has given you to possess it, all the days that you live on the earth.

לַעֲשׂוֹת בָּאָרֶץ – תָּנוּ רַבָּנָן, בָּאָרֶץ – בְּאֶרֶץ יִשְׂרָאֵל, עַל הָאֲדָמָה – אֲפִלּוּ בְּחוּץ לָאָרֶץ. הָא כֵּיצַד, צֵא וּלְמַד מִמַּה שֶּׁאָמוּר בָּעִנְיָן, אַבֵּד תְּאַבְּדוּן וגו׳, מָה עֲבוֹדַת כּוֹכָבִים מְיֻחֶדֶת שֶׁהִיא חוֹבַת הַגּוּף וְנוֹהֶגֶת בֵּין בָּאָרֶץ בֵּין בְּחוּץ לָאָרֶץ, אַף כָּל שֶׁהִיא חוֹבַת הַגּוּף נוֹהֶגֶת בֵּין בָּאָרֶץ בֵּין בְּחוּץ לָאָרֶץ.

English: “To do in the land” — The Sages taught: “In the land” means in Eretz Yisrael; “on the earth” means even outside the Land. How so? Go and learn from what is stated in the context: “You shall utterly destroy…” Just as idolatry is distinctive in that it is a personal obligation and applies both in the Land and outside the Land, so every personal obligation applies both in the Land and outside the Land.

On the daf / in context: The verse distinguishes obligations that are land-dependent from those that are incumbent on the person wherever he may be. Idolatry serves as the paradigm for bodily obligations that travel with the individual.
