וּשְׁמַרְתֶּ֣ם לַעֲשׂ֔וֹת אֵ֥ת כָּל־הַֽחֻקִּ֖ים וְאֶת־הַמִּשְׁפָּטִ֑ים אֲשֶׁ֧ר אָנֹכִ֛י נֹתֵ֥ן לִפְנֵיכֶ֖ם הַיּֽוֹם׃

And you shall observe to do all the statutes and the ordinances that I set before you today.

וּשְׁמַרְתֶּם — זוֹ מִשְׁנָה; לַעֲשׂוֹת — זֶה מַעֲשֶׂה.

English: “And you shall observe” — this is Mishnah (study); “to do” — this is action (performance of the mitzvot).

On the daf / in context: Sifrei reads the two verbs as covering the twin obligations of learning and doing.

Derash on the paired verbs (Sifrei) — study and action are both required.

The Torah demands both careful study (Mishnah) and actual performance of the statutes and ordinances.
