והיה אם שמע. אמר ר' יהושע בן קרחה, למה קדמה פרשת והיה אם שמע לפרשת ויאמר, מפני שפרשת ויאמר אינו נוהג אלא ביום ופרשת והיה אם שמע נוהג ביום ובלילה
English: R’ Yehoshua ben Korchah said: Why was the paragraph “And it shall be if you listen” placed before “And Hashem said”? Because “And Hashem said” is practiced only by day, while “And it shall be if you listen” is practiced by day and night.
