English: Do not distress Moav — why would Moshe have thought to wage war without authorization? He reasoned a fortiori: if the Torah commanded war against Midian, who came only to help Moav, surely Moav itself should be attacked. The Holy One, blessed be He, answered that His calculation was different: two righteous women, Ruth the Moavite and Naamah the Ammonite, would come from them.

On the daf / in context: The prohibition on Moav is explained through Moshe’s rejected a-fortiori argument and the future merit of Ruth and Naamah.
