Devarim 1:14
Rashi on Deuteronomy 1:14:1 (Sifrei Devarim 14)
English: Rashi says Israel accepted the judicial arrangement because it benefited them. Instead of asking to learn from Moshe himself, they anticipated that a larger pool of judges would make favoritism possible through gifts to a judge who knew them.
Classic Commentary
A seemingly reasonable institutional change can be judged by the motives and expectations that accompany it.
