וּשְׂעִיר עִזִּים אֶחָד לְחַטָּאת לַה׳ עַל־עֹלַת הַתָּמִיד יֵעָשֶׂה וְנִסְכּוֹ׃

And one goat as a sin-offering to Hashem; it shall be offered in addition to the continual burnt offering and its libation.

אָמַר רֵישׁ לָקִישׁ, מַה נִּשְׁתַּנָּה שָׂעִיר שֶׁל רֹאשׁ חֹדֶשׁ שֶׁנֶּאֱמַר בּוֹ לַה׳, אָמַר הַקָּדוֹשׁ בָּרוּךְ הוּא, יְהֵא זֶה כַּפָּרָה עָלַי עַל שֶׁמִּעַטְתִּי אֶת הַיָּרֵחַ.

English: Reish Lakish said: why is the Rosh Chodesh goat different in that “to Hashem” is said of it? The Holy One said: let this be an atonement for Me for having diminished the moon.
