The Complete Passuk

וּשְׂעִיר עִזִּים אֶחָד לְחַטָּאת לַה׳ עַל־עֹלַת הַתָּמִיד יֵעָשֶׂה וְנִסְכּוֹ׃

And one goat as a sin-offering to Hashem; it shall be offered in addition to the continual burnt offering and its libation.

הַנִּדְמֶה פָּסוּל לְקָרְבַּן הַמּוּסָפִים, מַאי טַעְמָא, דַּאֲמַר קְרָא אֶחָד, אֶחָד הַמְיֻחָד וּבָא מִשֵּׁשֶׁת יְמֵי בְּרֵאשִׁית.

English: A hybrid is invalid for the musaf offering; why? As the verse says “one” — one that is unique and comes from the six days of Creation.

Exclusion of hybrid animals.

The Rosh Chodesh chatas goat must be a pure species.
