The Complete Passuk

וְנִסְכּוֹ רְבִיעִת הַהִין לַכֶּבֶשׂ הָאֶחָד בַּקֹּדֶשׁ הַסֵּךְ נֶסֶךְ שֵׁכָר לַה׳׃

And its libation a quarter of a hin for the one lamb; in the sanctuary you shall pour out a libation of strong drink to Hashem.

תַּנְיָא, רַבִּי נָתָן אוֹמֵר, בַּקֹּדֶשׁ הַסֵּךְ נֶסֶךְ, בִּשְׁנֵי נִסּוּכִין הַכָּתוּב מְדַבֵּר, אֶחָד נִסּוּךְ הַמַּיִם וְאֶחָד נִסּוּךְ הַיַּיִן.

English: It was taught: R. Nasan says, “in the sanctuary pour out a libation” — the verse speaks of two libations, one of water and one of wine.
