יִפְקֹד ה׳ אֱלֹהֵי הָרוּחוֹת לְכָל בָּשָׂר – מַגִּיד הַכָּתוּב שֶׁכָּל הָרוּחוֹת אֵין יוֹצְאוֹת אֶלָּא מִלְּפָנָיו.

English: “Let Hashem, God of the spirits of all flesh, appoint” — Scripture teaches that all spirits issue only from before Him.

Divine knowledge of every individual temperament.

The leader must be one who can walk opposite the spirit of each person.
