לָרַב תַּרְבֶּה נַחֲלָתוֹ וְלַמְעַט תַּמְעִיט נַחֲלָתוֹ אִישׁ לְפִי פְקֻדָיו יֻתַּן נַחֲלָתוֹ׃
To the many you shall increase his inheritance, and to the few you shall decrease his inheritance; each according to those counted of him shall his inheritance be given.

מְלַמֵּד שֶׁלֹּא נִתְחַלְּקָה אֶרֶץ יִשְׂרָאֵל לְכָל שֵׁבֶט וְשֵׁבֶט אֶלָּא לְפִי מַה שֶּׁהוּא.
English: This teaches that the Land of Yisrael was not divided for each tribe except according to what it was [its own count].
