דַּבֵּר֙ אֶל־בְּנֵ֣י יִשְׂרָאֵ֔ל וְאָמַרְתָּ֖ אֲלֵהֶ֑ם כִּ֣י תָבֹ֗אוּ אֶל־אֶ֙רֶץ֙ מוֹשְׁבֹ֣תֵיכֶ֔ם אֲשֶׁ֥ר אֲנִ֖י נֹתֵ֥ן לָכֶֽם׃

Speak to the children of Israel and say to them: When you come into the land of your dwellings that I give you.

רַבִּי יִשְׁמָעֵאל סָבַר: לָא קֵירְבוּ נְסָכִים בַּמִּדְבָּר. וְרַבִּי עֲקִיבָא סָבַר: קֵירְבוּ נְסָכִים בַּמִּדְבָּר.

English: R’ Yishmael holds: nesachim were not offered in the wilderness. And R’ Akiva holds: nesachim were offered in the wilderness.

Obligation of private nesachim tied to entry into the land.

The verse teaches that private offerings require wine libations only from when Israel settles the land.
