Chabad.org — English translation + Rashi
Torah Temimah (R. Elazar): Moshe “hurled words upward” — read “אל ה׳” as “על ה׳” (upon Hashem), per the school that interchanges aleph and ayin.
English: It was taught: R. Elazar said, Moshe hurled words upward, as it is said “and Moshe prayed to Hashem” — do not read “to Hashem” but “upon Hashem.”
Bold prayer — the midrash marks Moshe’s cry as an act of confrontation, not only petition.
When the fire burns, Moshe does not whisper; he presses the case before Heaven.
