Torah Temimah: all are trusted regarding blemishes of maaser animals.
English: All are trusted concerning blemishes of [animal] maaser — because the owner could have blemished the whole flock in advance. Scripture says “he shall not inspect between good and bad.”

The owner’s claim that a blemish arose naturally is accepted; “do not inspect” underwrites that trust.
