וְכִֽי־יָמ֣וּךְ אָחִ֔יךָ וּמָ֥טָה יָד֖וֹ עִמָּ֑ךְ וְהֶֽחֱזַ֣קְתָּ בּ֔וֹ גֵּ֧ר וְתוֹשָׁ֛ב וָחַ֖י עִמָּֽךְ׃

Torah Temimah cites Sifra (Torat Kohanim).

Core Text — Sifra

גֵּר וְתוֹשָׁב וָחַי עִמָּךְ. מְלַמֵּד שֶׁאַף הַגֵּר וְהַתּוֹשָׁב בִּכְלַל.

English: “A stranger and a resident, and he shall live with you.” This teaches that the ger and the toshav are also included.

The duty to support the impoverished extends to the resident stranger as well as to a fellow Jew.
