Torah Temimah cites Sifra (Torat Kohanim).
English: “And if a man has no redeemer.” One might think he has no redeemer at all; the verse says “and his hand attains” — he has a redeemer, but the redeemer’s means are insufficient.
Classical derasha (Sifra).
“Has no redeemer” means no relative who is able to redeem; the original owner may still redeem if his own means improve.
