וְקִדַּשְׁתֶּ֗ם אֵ֣ת שְׁנַ֤ת הַחֲמִשִּׁים֙ שָׁנָ֔ה וּקְרָאתֶ֥ם דְּר֛וֹר בָּאָ֖רֶץ לְכׇל־יֹשְׁבֶ֑יהָ יוֹבֵ֥ל הִוא֙ תִּהְיֶ֣ה לָכֶ֔ם וְשַׁבְתֶּ֗ם אִ֚ישׁ אֶל־אֲחֻזָּת֔וֹ וְאִ֥ישׁ אֶל־מִשְׁפַּחְתּ֖וֹ תָּשֻֽׁבוּ׃

Core Text — Rosh Hashanah 9b
בָּאָרֶץ. הוּא הַדִּין דַּאֲפִלּוּ בְּחוּץ לָאָרֶץ, וְהָא דִּכְתִיב בָּאָרֶץ — לוֹמַר לָךְ, בִּזְמַן שֶׁנּוֹהֵג דְּרוֹר בָּאָרֶץ נוֹהֵג בְּחוּץ לָאָרֶץ.
English: “In the land.” The same applies even outside the Land; and the fact that it is written “in the land” is to tell you that when liberty applies in the Land it applies outside the Land.
