וּשְׁמַרְתֶּם וַעֲשִׂיתֶם. וּשְׁמַרְתֶּם זוֹ מִשְׁנָה, וַעֲשִׂיתֶם זוֹ הַמַּעֲשֶׂה, מְלַמֵּד שֶׁכָּל שֶׁאֵינוֹ בַּמִּשְׁנָה אֵינוֹ בַּמַּעֲשֶׂה. (תּוֹרַת כֹּהֲנִים)
