Side-ring EXTRA · A fresh dibbur for the penalties
Torah Temimah is silent on 20:01. The verse reopens with a full speech formula before the chapter of penalties for the arayos and related sins already framed in ch. 18–19.
English: A new dibbur opens chapter 20. The penalties (sekilah, karet, childlessness) are not a mere appendix to the arayos of ch. 18; they receive their own divine address.
Structural separation of warning and penalty
The Torah does not leave the arayos with warning alone. A fresh “Hashem spoke to Moshe” marks the turn from prohibition to consequence, and from community holiness to judicial outcome.
