The Complete Passuk

וְהִקְרִ֤יב אַהֲרֹן֙ אֶת־הַשָּׂעִ֔יר אֲשֶׁ֨ר עָלָ֥ה עָלָ֛יו הַגּוֹרָ֖ל לַיהֹוָ֑ה וְעָשָׂ֖הוּ חַטָּֽאת׃

Torah Temima points to Toras Kohanim.

וְעָשָׂהוּ חַטָּאת — הַגּוֹרָל עוֹשֵׂהוּ חַטָּאת, וְאֵין הַשֵּׁם עוֹשֵׂהוּ חַטָּאת.

English: “And he shall make it a chatas” — the lot makes it a chatas; the [verbal] name does not make it a chatas.

Lot establishes the chatas

Although a verbal declaration is required, the essential designation is effected by the lot that came up “to Hashem.”
