גּוֹרָל אֶחָד לַה׳ — אֵין כָּאן לַשֵּׁם אֶלָּא אֶחָד, וְאֵין כָּאן לַעֲזָאזֵל אֶלָּא אֶחָד.
English: “One lot to Hashem” — there is only one for the Name and only one for Azazel (not two on each goat).
