Side-ring EXTRA · Standing the two seirim before Hashem
Torah Temimah is silent on 16:07. Classical sources nevertheless discuss the requirement that both seirim be presented together at the entrance of the Ohel Moed before the goral is cast.
English: The mitzvah of the two Yom Kippur goats is that they be equal in appearance, height, and value, and that they be acquired together. (Even if they are not equal they remain valid.)
Lechatchilah equality of the pair
The verse’s command to “take the two seirim and stand them before Hashem” is the moment at which the pair must already be a matched unit. Equality is the preferred form; lack of equality does not disqualify after the fact.
