English: “And he shall atone” — Scripture speaks of kapparah of words (vidui). Or is it only kapparah of blood? But it says “and Aharon shall bring near the chatas bull which is his” and the bull has not yet been slaughtered.

The first “vechipper” refers to confession, since it is stated before the bull is slaughtered.
