וּמֵאֵ֗ת עֲדַת֙ בְּנֵ֣י יִשְׂרָאֵ֔ל יִקַּ֛ח שְׁנֵֽי־שְׂעִירֵ֥י עִזִּ֖ים לְחַטָּ֑את וְאַ֥יִל אֶחָ֖ד לְעֹלָֽה׃

וּמֵאֵת עֲדַת בְּנֵי יִשְׂרָאֵל — מְלַמֵּד שֶׁיִּהְיוּ מִשֶּׁל צִבּוּר.

English: “And from the congregation of the children of Israel” — this teaches that they must be from public [funds].

The two goats and the ram of the people come from communal funds, not from an individual.
