כִּ֤י תָבֹ֙אוּ֙ אֶל־אֶ֣רֶץ כְּנַ֔עַן אֲשֶׁ֥ר אֲנִ֛י נֹתֵ֥ן לָכֶ֖ם לַאֲחֻזָּ֑ה וְנָתַתִּי֙ נֶ֣גַע צָרַ֔עַת בְּבֵ֖ית אֶ֥רֶץ אֲחֻזַּתְכֶֽם׃

אֶרֶץ אֲחֻזַּתְכֶם — תַּנְיָא, יְרוּשָׁלַיִם אֵינָהּ מְטַמְּאָה בִּנְגָעִים, מַאי טַעְמָא? דִּכְתִיב בְּבֵית אֶרֶץ אֲחֻזַּתְכֶם, וִירוּשָׁלַיִם לֹא נִתְחַלְּקָה לַשְּׁבָטִים.

English: “Land of your possession” — it was taught: Yerushalayim does not become tamei through negaim. Why? Because it is written “in a house of the land of your possession,” and Yerushalayim was never divided among the tribes.

What Is Learned

Chazal exclude Yerushalayim from the laws of house-negaim because it was never apportioned as private tribal inheritance.
