וְאִם־דַּ֣ל ה֗וּא וְאֵ֣ין יָדוֹ֮ מַשֶּׂ֒גֶת֒ וְ֠לָקַ֠ח כֶּ֣בֶשׂ אֶחָ֥ד אָשָׁ֛ם לִתְנוּפָ֖ה לְכַפֵּ֣ר עָלָ֑יו וְעִשָּׂר֨וֹן סֹ֜לֶת אֶחָ֨ד בָּל֥וּל בַּשֶּׁ֛מֶן לְמִנְחָ֖ה וְלֹ֥ג שָֽׁמֶן׃

לִתְנוּפָה לְכַפֵּר — וְכִי תְּנוּפָה מְכַפֶּרֶת? וַהֲלֹא אֵין כַּפָּרָה אֶלָּא בְּדָם, אֶלָּא שֶׁאִם עֲשָׂאָהּ לִתְנוּפָה שִׁיּוּרֵי מִצְוָה מַעֲלֶה עָלָיו הַכָּתוּב כְּאִלּוּ לֹא כִּפֵּר וְכִפֵּר.

English: “For a wave offering to atone” — does a wave offering atone? Atonement is only through blood! Rather, if he performed the tenufah as a remnant of the mitzvah, Scripture credits him as though he had not atoned and [yet] had atoned.

What Is Learned

Chazal clarify that the tenufah itself does not effect kapparah; the blood does. Nevertheless the tenufah remains a required element of the procedure.
